The lip size is the widest point of the stopper bung and this measurement should be looked at for plugging the hole size.
17mm stopper measures 17.6 mm at the lip, 14.5mm at the neck and the lid measures 19mm
22.5mm stopper measures 24mm at the lip, 21mm at the neck and the lid measures 27.5mm
39mm stopper measures 39mm at the lip, 35 mm at the neck and the lid measures 40mm
