Hi there wondering if you can layer a powdered glaze like this one under a brush on glaze like the terra colour green marble to bisque fired pieces. Thank you!

Yes you can layer this or any other glaze for that matter, how it turns out once fired is any ones guess so I would recommend doing a test first and be sure to document well your process so if you do find an effect you like you can repeat, I've found an underglaze pencil like this one:
