I want to make a sculpture around 20" high. with outstretched arms supporting a figure of a small child. I will support the child figure through building and firing with clay supports, but wonder if wire through the arm into the child figure would give extra strength, or is it unnecessary.

Yes the wire would help however it would be important not to make the clay around the wire to thin, obviously the clay shrinks but the wire does not so if it was to thin you may experience cracking, I would recommend using the 16swg wire for finer detail and the 12swg for an armature, hope this helps.

I'm making flowers with a head dia. of 6 inch, and want to use the wire for the stem. Would the wire be sufficiently strong enough to support the flower head once I have wrapped it with clay.

Yes this thickness of wire is ideal for this purpose, hope this helps.

You can however you need to be careful not to put to much weight on it as it may bend during firing.

Is this wire suitable for pinning elements in place?

You could however it is very thick you would be best using the 16swg wire which you can then easily twist into a u shape.

This wire will go up to 1300°C.
